The University Engineer shall work directly under the Vice-Chancellor and shall exercise of following powers and perform the following duties, namely

  • to be responsible for maintenance of University building, roads, fencing, play-ground, parks and gardens and land other than the lands the agricultural farms;
  • to be responsible for the construction and maintenance of all utility services such as drainages, electricity, water supply and telephone;
  • to be responsible for establishment and maintenance of fire protection services;
  • to be responsible for obtaining administrative and financial approval for each construction work from the appropriate authority of the University;
  • to be responsible for all constructions under the University including preparation of their designs, plants and estimates;
  • to prepare annual construction and maintenance budget of the University and to submit a periodical report to the Vice-Chancellor show in the progress of the works under construction;
  • to maintain accounts relating to works in his change in the manner prescribed by the comptroller;

  • to arrange acquisition and disposal of immovable property of the University with the approval of the competent authority of the University
  • to be responsible for maintaining cleanliness and sanitation of the University premises;
  • to work as Estate Officer of the University;
  • to be responsible for the annual verification of machinery, stock and stores under his control;
  • to exercise such other powers and perform such other duties as may be conferred or imposed on him by the Statutes. Regulations or by the Vice-Chancellor.

  • He shall be responsible to the University Engineer or any other authority under whom he has been posed.
  • He shall exercise over all control (Technical and Administrative) on the sub Division/Office.
  • He shall be responsible for :
    • Planning and execution of civil works.
    • Regular and smooth functioning of the sub-Division/ Branch/Section.
    • Inspection and maintenance of machinery and stocks/Stores.
    • Maintenance of up-to-date records/documents e.g. agreements, measurement books, stock books, work completion records, building books and other related matters/records pertaining to this charge and presentation of the same to Audit and any other authority.
    • Civil maintenance of various University buildings and premises assigned to his charge.
    • Correspondence regarding allotment of quarters, record of occupation and vacation of quarters, rent etc. (If assigned to his charge)
    • Maintenance of water supply installations/machinery and its functioning (In assigned to his charge)
  • Besides above, he shall function and discharge any other duties as and when assigned by the higher authority.

  • He shall be responsible to the University Engineer or any other authority under whom he has been posted.
  • He shall exercise over all control (technical and administrative) on the sub-division/Branch/Section.
  • He shall be responsible for :
    • Planning and execution of electrical works.
    • Regular and smooth functioning of the sub-Division/ Branch/Section.
    • Inspection and maintenance of electrical/installation/machinery/stocks/stores assigned to him.
    • Maintenance of up-to-date records/documents e.g. agreements, measurement books, stock books, work completion books, work electrical/phone planning documents, energy bills etc. pertaining to his charge and presentation of the same to Audit and any other authority.
    • Operational and maintenance of work supply installations/machinery.
    • Preparation of electrical bills and recovery thereof from the Officers Occupying residential accommodation where University’s electric supply is provided.
  • Besides above, he shall function and discharge any other duties as and when assigned by the higher authority.

  • He shall be the Incharge of the Section/Unit for the particular work entrusted to that Section/Unit.
  • He shall be responsible in maintaining the standing order files, model raster staff creation registers, Account Books and other required register concerning to his Section.
  • He shall also maintain the personal files of the staff working in his unit and inform to his superior Officers the performance of his junior staff time to time.
  • He shall distribute the dak received for his section and marked it to the concerned persons.
  • He shall see that the pending papers are promptly disposed off.
  • He should maintain the cash books, account books and the other relevant papers/registers wherever the work of cashiers is specifically assigned to him.
  • He shall also initiate the requirement of the stationary required for his unit from time to time and also maintain the record of its utilization.
  • He shall also be responsible for maintaining the up to date record of the files and also from time to time worked out which records is to be sent to the record office out which records is to be sent to the record office and keep up to date list of it.
  • He shall guide to his subordinate ministerial staff and get the work done from them timely.
  • He shall assist at the Head of Officer or his immediate superior Officer for conducting the business of meeting and execution of work.
  • Where Section Officer is incharge of Sections, he will check the attendance of staff.
  • He shall be responsible to maintain discipline in the Section and keep the office up-to-date.
  • He shall maintain the official Secrecy.
  • Any other work assigned by the Head of Office.

  • Where Section Officer is not provided, Assistant Section Officer will be the Incharge of Section/Unit for particular work on trusted to that Section/Unit.
  • Where Section Officer is provided, he shall assist the Section Officer is maintaining the standing order files, model roster staff creation register, Account Book and other register and record concerned to this Section.
  • He should initiate proposal as directed by his superior Officer so far as his unit is concerned.
  • He shall guild to his subordinate and gets the work done from his subordinates timely.
  • He shall assist and Head of Office or his immediate Officer in his day to day office work.
  • Where Assistant Section Officer is Incharge of Section he will check and attendance of staff.
  • He shall be responsible to maintain discipline in the Section and keep the attendance of staff.
  • He should maintain official secrecy.
  • Where Assistant Section Officer is Incharge of Section :
    • He shall maintain the personal files of the staff working in his unit and inform to his superior Officers the performance of his junior staff from time to time.
    • He shall distribute the dak received from his Section and marked it to the concerned persons.

  • Any other work assigned by the Head of Office.

  • Drafting of maps and tracing of drawings.
  • Maintenance of building register.
  • To prepare and maintain drawings of the building, blue prints etc. for Civil and Electrical works.
  • Besides this, any other works assigned by the University Engineer.

  • Site duties of Electrical / Construction works.
  • Inspection of materials at site.
  • Maintenance of immovable property of the University i.e. building etc.
  • Besides this, any other work assigned by the University Engineer.

  • To attend all minor break downs of electrical machines, installation, fittings and repairs.
  • Supervision of electrical maintenance of VNMKV Parbhani.
  • Besides this, any other work assigned by the University Engineer.

  • Senior Clerk will be noting hands and will initiate all correspondence on the work entrusted to him.
  • He is responsible for keeping the record up to date so far as his work is concerned.
  • He will guide the Section Assistant / Junior Clerk working in the branch and extract work form them.
  • He will work under the supervision of Section Officer / Assistant Section Officer under the branch.
  • He should maintain official secrecy.
  • He is responsible for preparation of contingent bill and its submission, compilation of monthly expenditure preparation of pay bill of staff and disbursement of pay, maintenance of expenditure, T.A. bills and D. O. Bill register.
  • He is responsible for checking the services Books, personal files, leave cases of estt. Of his Section.
  • Performing the duties of cashier wherever specifically assigned.
  • Maintenance of petty cash book, receipt book, P.A. acquaintance register, monthly voucher files encashment of cheques, remittance of cash in Bank, challan files etc.
  • Maintenance of old records pertaining to each Section and put up to audit party for verification.
  • Preparation of P.A. recoupment bills, temporary advance bills.
  • To check the pendency of paper / cases of his unit and initiate proposal to dispose of them and inform the progress thereof to his superior from time to time.
  • To perform such other duties as my be assigned to his from time to time by his superior officer or by University.

  • To bring the drinking water from the source of supply and to serve to the officers/officials.
  • To carry articles, materials to and from the store office whenever required to do so.
  • The carry message / office papers, tapal etc.
  • To make himself useful in a general way by helping his superior officers.
  • The duties of the Peon may vary from office to office and units to units depending upon the work which has to be performed.
  • To perform such other duties as may be assigned to him from time to time by his superior officers and by the University.

  • He shall be directly responsible to the Security Supervision.
  • Wherever posted at duty points, he shall check all entries in the campus / buildings / well / Stores.
  • To check various vehicles in and out at main gate of University Campus.
  • He shall not allow entries of strangers in the campus / visiting VIP bungalows without proper identification .
  • He shall politely refuse entry of job seekers in the campus / offices. However, job seekers will be allowed in the campus with proper identification / documents.
  • No Watchman is allowed to leave his place of duty unattended.
  • Certain watchmen are assigned the duty of Security checker amongst the watchman. These checkers are purely to assist the Security supervisor for detailing watchmen at various points.
  • Checkers shall attend every roll-call, mark attendance in the muster roll.
  • In case of any difficulty, the checker shall contact security Supervisor at the earliest possible.
